Lawmakers urge Obama admin to OK natural gas exports

WASHINGTON (Reuters) - Lawmakers ratcheted up pressure on the Obama administration on Tuesday to speed approval for companies to export natural gas, arguing it would help relieve a glut dampening output of the fuel.

The Department of Energy, or DOE, "does not seem to have a set timeline for decisions or a sense of urgency," about approving exports of liquefied natural gas, or LNG, Representatives Gene Green, a Texas Democrat, and James Lankford, an Oklahoma Republican, said in a letter to Energy Secretary Steven Chu.

"Our region and our country need an outlet for natural gas production," Green and Lankford said in a letter signed by 44 House lawmakers from Texas, Oklahoma, Louisiana and Arkansas, 10 of whom were Democrats.

The U.S. natural gas surplus "has produced very low prices for producers and an absence of market opportunities for natural gas, leading many wells to be shut in," the letter said.

It was the second real push from Capitol Hill in support of LNG exports after a group of lawmakers from states rich in shale gas wrote Chu in late June.

The U.S. natural gas revolution, spurred by wide development of hydraulic fracturing, or fracking, directional drilling and other technologies, has brought with it a push to build export terminals to send the fuel to markets in Asia and Europe where prices for gas are far higher.

The department is allowed to quickly approve applications to export gas to South Korea, Chile and more than a dozen other countries that have free-trade agreements with the United States. Applications for exports to countries that do not have the agreements with Washington require a more thorough process.

The Energy Department has only approved full export rights for one project, Cheniere Energy Inc's Sabine Pass, terminal.

The department said it would wait on the results from a study of implications of exports on the U.S. economy before acting on eight other applications from Dominion Resources Inc and other companies.

The delay has given presumed Republican candidate for president Mitt Romney's campaign some fodder to criticize the Obama administration for the delay.

Critics say approving gas exports could significantly raise fuel prices and costs for U.S. home owners and gas-dependent businesses. They say the chemicals and other industries that have begun to announce plans to build plants again in the United States, could be hurt if exports boosted prices.

Green and the other lawmakers wrote that each of the ports will require thousands of jobs and billions of dollars in investments. But the investments "cannot be made or fully supported without predictable timelines for decision making by the Department," the letter said.

The DOE would not estimate on Tuesday when it would decide on the exports. The administration "is focused on continuing to expand domestic production of our natural gas resources, which are currently at an all-time high," said spokeswoman Jen Stutsman.

A source at the DOE previously said the two-part study on exports and the U.S. economy would be released in late summer and decisions on the ports would follow a public comment period.

Student's class alert app gets 'F' from university

Marketing major Tim Arnold thought he was doing a good deed ? not to mention forming a neat business plan ? by creating a Facebook?app that helped his fellow University of?Central Florida?students find out as soon as seats became available for classes they needed, but couldn't get at registration time.?But the app's?popularity backfired, resulting in the school shutting down access and putting Arnold himself on academic probation.

The app is?called U Could Finish,?a play on the school's initials, UCF. Its purpose was to notify students by text message, as often as every 60 seconds, to tell them when there were spots available in desired?classes. The way it did it was to access UCF's schedule search?page?? and therein lay the problem.

University of Central Florida officials say?the app got so popular, it?dramatically?slowed down?the university?s myUCF servers.?Within days, the school shut down access from?Arnold?s website ? and after finding him in violation of school polices, placed him on academic probation until the end of the 2013 spring semester.

Arnold, who has documented his travails on Facebook, Reddit and on the U Could Finish website, makes some compelling arguments for the app. He says he has invested about $1,000, but has?yet to net any proceeds from it,?as he was still offering free access codes and testing the system when the university locked it down?in June.?

A report in the student newspaper, Central Florida Future, had this comment from Courtney Gilmartin, communications coordinator for UCF News & Information, who was quoted as saying:

While the intent of UCouldFinish.com ? helping students register for classes ? is positive, the way in which the website works places an unmanageable load on UCF?s systems. ...?Since mid-December, the website?s software has accessed UCF?s schedule search page up to 220,000 times [and in some cases]?as often as every 60 seconds. The frequency of these searches consumes myUCF resources, making it more difficult for other students to use the site.

Nonsense, replied Arnold on Facebook, saying the university's "numbers are wildly inaccurate."

NBC?News spoke with Grant Heston, UCF associate vice-president for communications, who said there were some times when?the college's system was being accessed 30,000 times in a single day because of?U Could Finish users. Even with that number, "the IT folks said it could have led to a complete slowdown of the system."

In addition, he said, "the site was charging a fee, so it was a profit-making venture that was impacting our resources."?Again, Arnold said he hadn't made money to date, but it was his intent. The cost of the app was 99 cents.

Some news reports, Heston said, have portrayed the case as the university trying to stop student?innovation, but it was about "stopping excessive access of our resources that impact how other people can use them."

"Once it became clear that it was unsustainable, we blocked that site's access."

But Arnold has more to worry about now than his app. A few weeks ago, a hearing was held by?a panel from the Office of Student Conduct. In addition to probation, he also has to give up his treasurer role for the Society for Marketing Professionals through next spring.

Arnold ??whom NBC News has attempted to contact ? is taking his case to Change.org, where he has a petition going, seeking to get the university to allow U Can Finish access again to the school's system.

But that doesn't seem likely to happen. The university, said Heston, has already been at work on a "similar program, and we expect it to be out there soon, and to be free, and it won't take up an inordinate?amount of our resources."

Golf: Jones triumphs in Japan

Australian Brendan Jones won the Sun Chlorella Classic in Japan by two shots on Sunday.

The 37-year-old fired a two-under 70 on the final day at the Otaru Country Club to finish ahead of Korean Seong-Ho Lee and Japanese pair Hideki Matsuyama and Yoshinobu Tsukada.

Jones hit three birdies and one bogey in his round and his composed effort was enough to hold off the chasing pack.

Tsukada was made to rue a one-over 73, while Matsuyama (69) and Lee (70) could not get on enough of a roll to put serious pressure on Jones.

The New South Welshman also won the event in 2003 and will take home over $365,000 for his troubles.
